DingoBlu Financial Inc. is a digital-first financial platform built to make banking faster, fairer, and more transparent. As a technology company operating in a highly regulated industry, we rely on a strong, pragmatic compliance and fraud function to protect our members and scale responsibly. We're looking for a Sr. Manager for BSA/AML & Fraud to own our financial crimes compliance and fraud risk programs, partnering closely with our chartered bank sponsor to move fast without cutting corners.
This is a hybrid role that blends regulatory compliance ownership (BSA/AML/OFAC/KYC) with hands-on fraud operations — a common structure at neobanks, where a lean team must cover both disciplines and work closely with our bank sponsor, engineering, and product teams. You will help build and scale programs in a fast-moving, API-driven environment where manual processes don't cut it. If you're energized by owning a program end-to-end and building it right from the ground up, this role was built for you.
What You'll Own
BSA/AML Compliance
- Serve as the company's BSA Officer, maintaining a BSA/AML/OFAC/KYC program tailored to a digital, high-velocity account-opening environment.
- Own SAR (UAR) monitoring, investigation, and bank partner submission, including managing case queues generated by automated transaction monitoring systems.
- Manage risk-based CDD/EDD and beneficial ownership processes integrated into digital onboarding flows.
- Partner with sponsor bank(s) to satisfy their BSA/AML oversight and reporting requirements, including regular program reviews and shared audits.
- Conduct enterprise-wide BSA/AML risk assessments covering products, customer segments, and geographies.
- Maintain OFAC/sanctions screening across onboarding, payments, and ongoing monitoring.
- Deliver BSA/AML training tailored to a remote, distributed workforce.
- Serve as a key point of contact for regulators, sponsor banks, and auditors on BSA/AML matters.
- Build and scale fraud detection and prevention programs covering ACH, card (debit/credit), P2P, instant payments, account takeover, and new account/synthetic identity fraud.
- Own fraud case investigation workflows, from automated alert triage through disposition and recovery.
- Tune and continuously improve fraud rules/models in partnership with third parties, data science, and/or engineering, balancing fraud loss against false-positive friction in the member experience.
- Analyze fraud loss trends and emerging typologies, including scams and social engineering, to drive control and product changes.
- Coordinate with law enforcement, card networks, payment rails, and sponsor banks on fraud cases, chargebacks, and Reg E/Reg Z disputes.
- Own fraud loss reporting and forecasting for leadership and the board.
- Maintain policies, procedures, and controls that satisfy both direct regulatory expectations and sponsor bank due diligence requirements.
- Monitor regulatory developments (FinCEN, FFIEC, OCC/FDIC/Federal Reserve, CFPB) and translate them into product and engineering requirements.
- Own the roadmap and vendor relationships for AML/fraud monitoring platforms, working closely with engineering on integrations and automation.
- Support exams and audits driven by sponsor banks, regulators, and independent auditors.
- Build and manage a small team of analysts/investigators as the program scales.
Required
- Bachelor's degree or equivalent experience.
- 5+ years in BSA/AML compliance, fraud investigation, or financial crimes, with meaningful exposure to both disciplines.
- Strong knowledge of BSA, USA PATRIOT Act, OFAC, and FFIEC BSA/AML examination expectations.
- Experience with SAR filing and modern, rules- or ML-based transaction monitoring systems.
- Comfort working in a fast-paced, product- and engineering-driven environment, including partnering with a sponsor bank.
- Excellent analytical, investigative, and written communication skills.
- CAMS, CFE, or CFCS certification.
- Prior experience at a neobank, fintech, or bank sponsorship program.
- Experience with modern fraud/AML tooling (e.g., Alloy, Unit21, Sardine, Persona, Actimize).
- Familiarity with real-time payments (RTP, FedNow) fraud risk and scam typologies.
